Titolo originale: “La partecipazione politica giovanile a Cesena: voci e problemi di una generazione troppo spesso ignorata”
Se nella tradizione democratico-rappresentativa legittimità e fiducia sono assorbite e unificate attraverso il meccanismo elettorale di cui il voto è l’atto di massima simbolizzazione, qualcosa è oggi decisamente mutato. Che il partito in grado di capitalizzare il maggior numero di consenso sia quello del non-voto è il mantra che le molte voci del dibattito pubblico recitano incessantemente, alimentando la favola della passività civile dilagante.
L’astensione in perenne crescita è certo la novità politica ormai divenuta norma, anche a causa dell’insipienza di una classe politica incapace di far fronte alla sempre più netta (e traumatica) rottura del rapporto tra rappresentati e rappresentanti. Rottura dal volto però ancor più inquietante se si considera la distribuzione anagrafica della disaffezione: è tra le giovani generazioni che si conta infatti la maggior parte di astenuti.
È questo l’elemento politicamente più rilevante, quello in grado di sollevare le questioni fondamentali con cui la politica (istituzionale) è chiamata oggi a fare i conti: se quest’ultima diventa incapace di mobilitare costruttivamente l’immaginario dei più giovani, se cioè essa non riesce più a farsi credere da questi come uno strumento efficace per rispondere alle esigenze del loro orizzonte di aspettativa sempre più frustrato , a venire meno non è solo la capacità di rigenerazione di un partito, ma ancor prima (e soprattutto) il modo stesso di essere e fare società.
Lungi dall’essere la dimensione pacificata e compatta su cui fanno leva le retoriche politiche attuali, la “società civile” nell’«era della sfiducia» (Pierre Rosanvallon, La Controdemocrazia), è invece stratificata, percorsa da forti diseguaglianze che ingenerano livelli differenziati di conflittualità e nella quale è presente, inoltre, «un intreccio di pratiche, di contro poteri sociali informali […] destinato a compensare l’erosione della fiducia tramite un’organizzazione della sfiducia».
Stando alle più recenti indagini, gli indici di partecipazione a scioperi, manifestazioni, a raccolte firme o forme collettive di solidarietà, smentiscono con decisione la favola della pressoché definitiva disaffezione e apatia politica tra i più giovani.
Questi segnali suggeriscono piuttosto quello che è impossibile vedere se si assume la sola lente dell’astensione, ovvero un diffuso desiderio di partecipazione che la politica istituzionalizzata non riesce invece a intercettare e assorbire.
Nel tentativo di indagare più da vicino il problema evitando però letture autoreferenziali (va ricordato che non sono i giovani a costruire la propria rappresentazione pubblica che, come la gran parte delle rappresentazioni, è costruita invece da chi detiene posizioni socialmente egemoni), ho pensato di interpellare i diretti interessati, ovvero alcune delle voci rappresentative dell’impegno politico e sociale giovanile del territorio cesenate.
Sebbene si sia ormai perso il conto di quanti si siano esercitati nell’analisi della natura e delle forme di quello che ci siamo abituati a chiamare “Ventennio berlusconiano”, c’è un punto di vista che meglio di altri può aiutarci ad indagare questo nostro amorfo presente.
È quello che si scorge attraverso gli occhi densi e luminosi di Viola, avvolti nella sciarpa di lana che la protegge dalla spietata temperatura di Cracovia, una delle tappe del lungo itinerario che tutti gli anni affrontano i ragazzi del Treno della Memoria, chi come semplice partecipante, chi come educatore.
Oppure quello che si percepisce nell’orgoglio con cui Enrico, Tommaso e Giovanni mi conducono su e giù per gli spazi del Partito Socialista, nell’emozione con cui maneggiano i libri in fase di archiviazione della loro biblioteca di partito.
O ancora nella passione con cui Giacomo, rappresentante di istituto del Liceo Scientifico, mi racconta allarmato il prosciugarsi progressivo dell’energia partecipativa che da sempre contraddistingue la sua scuola e che quest’anno tocca invece il punto più basso con una sola lista presentata alle elezioni studentesche e l’imminente chiusura del più che decennale giornalino di istituto, il Dolly, chiuso per disinteresse (malgrado lo sforzo quasi eroico di Marta).
O ancora, nella forza di Sara che mi racconta della fatica che comporta l’assunzione di un impegno come la direzione del Centro Pace quando si hanno 21 anni e il mondo a disposizione e di come, tuttavia, la solidità di un gruppo di ragazzi affiatati e determinati sia in grado di rendere piacevole anche l’esercizio costante di una tale responsabilità.
Non da ultimo, nella perseveranza di Enrico, Emanuele e Ivan che da mesi fanno la spola tra Forlì e Cesena, impegnati nel tentativo di far crescere la presenza dell’Anpi sul territorio, elaborando strategie che inducano una maggior contaminazione generazionale. Infine, nella militanza di chi, come i Giovani Democratici (GD), ha scelto di incanalare le proprie energie nei vasi spesso assai poco comunicanti e molto otturati della struttura partito, percepita per la maggior parte dei loro coetanei (55%) perfino come un intralcio alla stessa democrazia.
Se lo scenario che emerge attraverso i sondaggi è certamente sconfortante, a Cesena la situazione pare essere ancor più preoccupante.
Si prenda, ed esempio, il M5S (il soggetto politico che i giovani dicono di preferire attualmente nelle urne) che a Cesena vede una bassissima partecipazione degli under 30 alla vita interna del movimento. Il M5S intercetta i giovani nelle piazze e nelle strade, durante i volantinaggi; ma quando si tratta di fare il passaggio dall’informazione alla partecipazione, sembra aprirsi una voragine incolmabile. “Siamo un soggetto politico giovane, che si deve ancora radicare”, è così che alcuni dei membri della nutrita assemblea alla quale ho partecipato mi hanno motivato l’assenza di under 30. Risposta insufficiente, visto che ad esprimerla è un movimento politico che sul territorio è attivo almeno dal 2005 e che si presenta anche come espressione di un voto generazionale.
Sono invece le ragazze e i ragazzi delle associazioni e delle giovanili di partito a dimostrare di conoscere più da vicino la difficoltà a suscitare interesse tra i giovani di un territorio che sebbene vanti un buon tessuto associativo (che, come sottolinea però Cristina del Gruppo Legalità di Cesena, la crisi sta sempre più indebolendo), a livello giovanile si mostra invece politicamente immobile e piatto. Si prenda ad esempio lo sforzo dei GD, la giovanile di partito più attiva a Cesena e il circolo PD più propositivo e vitale di tutto il territorio: le numerosissime e diversificate iniziative che hanno portato avanti in questi anni (cineforum, presentazioni di libri, contest musicali, incontri di sensibilizzazione e coinvolgimento associativo) non sono state ricambiate dai propri coetanei (e a dir il vero nemmeno dai membri del loro stesso partito) con un adeguato tasso di partecipazione, sebbene in altre parti della nostra regione avrebbero invece suscitato un ben più ampio interesse.
Lo stesso divario di interesse e partecipazione che separa anche l’Anpi di Cesena (soli 8 tesserati under 30 nel 2012 su tutto il territorio cesenate) da molte altre federazioni partigiane disseminate in tutt’Italia, in particolare in Emilia Romagna. E questo nonostante i molti cambiamenti che negli ultimi anni l’Anpi ha vissuto: dal 2006 sono state aperte le iscrizioni e la partecipazione agli organi dirigenti alle nuove generazioni, a cui si è deciso di riconoscere l’identità antifascista.
Questa mossa (solo apparentemente semplice visto che l’Anpi è un’associazione combattistica, come tale dotata di uno statuto assai rigido) ha innescato un processo di contaminazione e ricambio generazionale che ha mutato in poco tempo anche l’attività della stessa organizzazione: hanno iniziato a prendere piede attività e progetti alla cui base sta un’idea attiva di memoria storica, non intesa esclusivamente come commemorazione e testimonianza, ma come attualizzazione dei valori universali di cui l’Anpi è portatrice e che spinge l’interesse verso lo studio delle nuove forme di fascismo.
In questo clima di sfiducia radicale nei confronti delle istituzioni e dei partiti, mentre chi milita in una giovanile di partito trova difficoltà ancor più grandi nel coinvolgere i propri coetanei (pur in assenza di una effettiva struttura gerarchica come quella invece assai leggera che caratterizza attualmente i GD e i FGS cesenati, nonché i ragazzi di Sel che nemmeno possiede un’organizzazione giovanile), a passarsela decisamente meglio sono le associazioni come il Centro Pace e Terra del Fuoco Adriatica.
La ricetta vincente, mi spiegano Sara e Matteo (responsabili rispettivamente di Centro Pace e TDFA), sta proprio nel modello di partecipazione proposto, fatto di orizzontalità, educazione tra pari e forte responsabilizzazione individuale ripagata dalla effettiva realizzazione di progetti pensati e elaborati assieme. Sono questi gli ingredienti fondamentali che, amalgamati da valori netti e fortemente universalistici, formano una ricetta certamente vincente in termini di partecipazione giovanile.
Questa seppur parziale fotografia, dice almeno due cose: 1) che le istituzioni non sono oggetti come gli altri e che va curata e innovata la modalità con cui esse si relazionano ai più giovani (con un maggiore coinvolgimento attivo tanto degli studenti quanto degli insegnanti, categoria svilita in questi anni); 2) che quando i giovani giungono a conquistarsi collettivamente spazio di responsabilità, anche a prezzo di discussioni e lotte all’interno di un partito come di una associazione, questo spazio per loro anonimo si fa luogo, modifica la propria forma e i propri contenuti, rendendosi più attraente nei confronti di una generazione che va, se qualcuno se lo fosse dimenticato, faticosamente conquistata.
